内容提要

The United States of America, a nation of immigrants, is not taking advantage of the important resources of immigration to multiply its language capital for its own interests. Starting 2002, the National Flagship Language Initiative targeting critical languages indicated the shift in strategy. However, in 2008 a representative survey in more than 5,000 private and public schools indicated a significant decrease in foreign language teaching, which may be linked to the decrease in funding and increased attention to Science Technology, Engineering and Mathematic, and fantasies on the misleading scope of English worldwide. While the U.S. may count between 27 and 32 million multilinguals having a non-English mother tongue, the loss of the mother tongue dominates the scene, as assimilationism is part of the mindset of “becoming an American”. Proficiency in the heritage language is usually wiped out across generations. Recently, Bilingual Education proponents have challenged the superiority notions associated with English so children think positively about their cultural heritage.

人物简介

F. Tochon博士是美国威斯康星(麦迪逊)大学教授,分别在应用语言语言学和教育心理学专业获得博士学位,并在阿根廷、秘鲁和亚太国际协会获得三个荣誉博士;河南科技大学荣誉教授,国际语言教育政策研究协会主席;用14种语言出版专著42部,发表论文250余篇。2010年获得美国教育协会颁发的研究最佳好评奖;2012年获得格拉那达大学的国际研究卓越奖等。他还是美国德普在线大学的创立者和主席,并因其杰出贡献而获得多项殊荣。
